In a mixing bowl, combine the cold water and potato flakes until you achieve a smooth paste. Add the garlic salt and black pepper, stirring until well combined.
Dip chicken pieces into the potato mixture, ensuring each piece is coated evenly.
Pulse the corn flakes in a food processor until finely crushed, or crush them in a plastic bag with a rolling pin.
In another mixing bowl, combine the crushed corn flakes and finely grated Parmesan cheese.
Roll each piece of coated chicken in the corn flakes and Parmesan mixture.
Line your baking sheet with parchment paper and place the coated chicken nuggets on it, spaced evenly apart.
Bake for about 15-20 minutes, or until the chicken is cooked through and the coating is golden brown.
Let the nuggets cool for a few minutes before serving with your favorite dipping sauces.
