In a mixing bowl, combine the softened cream cheese, sliced scallions, and garlic powder (if using). Mix until well blended.
Take a wonton wrapper, spoon about 1 teaspoon of the cream cheese mixture into the center, moisten edges with water, and fold to seal.
Heat about 2 inches of vegetable shortening or oil in a frying pan or deep fryer over medium-high heat.
Carefully place a few rangoons in the hot oil and fry until golden brown, about 2-3 minutes on each side.
Remove fried rangoons with a slotted spoon and drain on paper towels. Serve warm with your favorite dipping sauce.
